Greece
From KayakWiki
Greece's extensive coastline and 140 inhabited islands make it an ideal place for sea kayaking. Oddly enough, kayaking has been slow to catch on in the region, possibly because the seafaring Greeks themselves tend to see the ocean as a challenging environment which should not be attempted unnecessarily just for recreational purposes. Rentals are limited and many kayakers bring in their own boats from other areas in Europe. Most areas of Greece have very small tides but some areas may have currents, concealed rocks, and other challenges.

Greek Laws
Crossing large bays requires permission from the local Harbor Police. They are also an excellent source of information on weather and currents.
